This blame rests entirely with Congress. As is the case ~100% of the time with execution of tax legislation.
It's not wrong that the IRS bestirred itself post-Xmas and issued a release warning that prop taxes for 2018 paid in 2017 may not be deductible. At question, if I understand it correctly, is whether or not you can deduct an expense that has not yet accrued. Unless we scrap the idea of an income tax altogether, no amount of 'simplification' will conjure away the need to account for income and expenses for a given period.
