‘97 legislation created it. Unlike the Earned Income Tax Credit created in the ‘70s the CTC was in no part ‘refundable.’ It’s size and refund-ability expanded methodically though over 15 years, and the CTC in its current was made permanent in 2012 (the ‘fiscal cliff’ year.

Just guessing : Sounds like post war (that’d be WWII, maybe Korean War) thinking, paternalistic, reconstituting the population. It’s been around much much longer than ‘97 btw
