It would be better if you showed some other categories as lines too (bolding the welfare one). Then the drastic change would be readily apparent.

I agree with value of data (also) being presented as per population and per GDP. I would add that data be presented in inflation-adjusted dollars. The idea is to anticipate and pre-empt counter-arguments.
