It's not pernicious. It's a value neutral term of art describing policies which deviate from current practice and/or a theoretical construct of "income from whatever source derived."

Railroad retirement is functionally the same as social security. Are you saying that railroad retirees should be treated differently than social security retirees or that neither should get a break?
