It makes sense to me why a design like you propose could, a) ensure the money spent is needs-based, and b) incentivize working, which leads to productivity. How would this plan compare with a hypothetical where the feds just went straight to a monthly UBI back in April?

I’m curious because it seems like the admin overhead of any of these plans (CARES or your EIMP) could really slowing deployment down, reducing productivity. And a UBI would be a dead simple alternative. (Saying this as an entrepreneur who found the whole PPP process a pain)
