WPA built a vast amount of useful infrastructure that is still being used and which immeasurably added to the subsequent wealth of the country. So the thing about the teaspoons is not a reliable argument. Of course preventing starvation is useful too.

So what is a “makework” job? Paying someone to do something that is not useful? Isn’t there in fact an infinite amount of stuff to do that would be useful and would pay off in the long term?

How would you determine if something was "useful" objectively? If construction laborers are out of work and the demand for workers in the health industry is the highest, can you really repurpose them overnight? Construction is not useful at this point.
