Planners must really believe in capitalism; they assume the market can shoulder the burden of the quarantine, or any burden, like some kind of super-ox. Markets are actually fragile fellows, something like race horses.

Markets and ecosystems arise w/ infinite complexity from spontaneous order. Planners tend to be people who appreciate the fragility of ecosystems but then assume they can coerce outcomes from economies w/o negative consequences. These two ideas shouldn't share the same mind.
