@mcuban is 100% right: the most important thing is to find ways to keep people connected to their jobs. I said this 10 years ago — that unemployment insurance is a mess and we need to find ways to keep people employed, not incentives for layoffs.
"Laid off' is a different verb from "fired." Laid off inherently suggests potential rehire. The trouble is we suspect rehiring won't happen. Making companies want to rehire is the economic goal. ;)

I bet the incidence of re-hiring is very low, except for company workers in company towns.

Of course. We need to think of those measures that draw employees. Cut in capgains tax to start. Draw international investors, not too hard since we are now a bargain-priced safe haven. ;)
