Although I'm a little confused by the language. Is this an implementation of app reputation blocking (meaning any binary with low/no app reputation is blocked) or a more traditional feature that just blocks known PUAs?

Huh. My experience w/ the new Edge is that it's just Chrome with a different coat of paint on it. I didn't notice that toggle.
would i have to have windows defender running on my system for this to work?
