(1) Citizen Proposals - Any citizen, 16 and up, can propose a city improvement or new law (online or in person). If that proposal gets the support of 1% of Madrid's population (27,000), the proposal goes to a full public vote.

Last year, two citizen proposals met the 1% threshold and went to a public vote: (1) a longterm vision for city sustainability and (2) one-time fare payment for bus and train rides. Over the 250k people voted: 140k by mail, 80k online, the rest in person.

They weren't expecting so many people to vote by mail. And the ballots were not scannable...so they had to count them all by hand.

(2) Participatory Budgeting: €100m set aside for residents to propose projects and then vote on. €70m for districts/€30m citywide projects. Residents love it. Annual cycle of proposals and voting. Challenge: implementation from stubborn, slow city departments. Sound familiar?

Some of the staff's favorite PB projects: funding for short-term apartments for victims of domestic violence, Alzheimer housing, playgrounds for disabled kids, more trees, & dance & theater schools.

(3) Collaborative Legislation: ALL proposed ordinances are required to be put to the public for comment. For 15 days, legislation is made available online and citizens can insert their comments and up vote or down vote others' comments. Almost makes city councilors obsolete

(4) Citizens Observatory: 49 citizens, chosen randomly from all who volunteered, are convened by the City to debate the budget, city policy, and to suggest proposals.

Who participates in all this? Surprisingly it's (income and geographically) diverse. Exception? Age, people under 30 aren't participating as much as other ages.

I asked if these programs increase public trust? Resounding yes. Also,
@DecideMadrid mentioned two powerful outcomes: (1) this creates moderation over extremism b/c it engages so many people; & (2) people are more responsible with public $ when they have to decide how it's spent.Show this thread
