Ummm not 100%...When called out on it, even by Republicans, he claimed that’s what he meant. If you listen to that particular rant at the rally, it’s unclear what he’s saying is a hoax. Maybe if he was a better speaker or hadn’t lied over 16,000 times, there’d be less confusion
