Worse than shifting responsibility. Shifting responsibility is "I didn't do it. He/She did it". They literally MAKE THINGS UP - "a CIA Classified Report" - in order to malign and slander China. Who can "verify" a Classified Report except the reporter who made it up?? Jeeez.
