Deterrence is inherently unstable (the US and USSR came perilously close to nuclear war more than once). Deterrence with diplomacy worked with the Russians. WTF are you talking about? Prophylactive war, on the other hand, is proving fatal to local & long term stability. Examples; Iran, Libya, Iraq, Syria & others.
