Debating SJR 229 Senator McDougle encouraged us to require that juveniles that commit crimes must pay restitution. This is a Virginia State Crime Commission to study juvenile restitution. The resolution fails because it doesn’t have the 26 votes in needs to pass. Good news. 🎉
