Really hard to make Warren a cabinet member right out of the gate because Massachusetts has a Republican governor.
Under Massachusetts state law, the leg can change the rules in numerous ways to take the power away from the governor, Elias wrote a legal memo on it when she was vetted for Clinton’s VP.
