Has anyone who uses a dog-walking service found an elegant solution? Don't need it while I'm home but still want to support them. Do I just tell them to charge me anyway? Can businesses just charge people for services they didn't actually provide?

Yeah i’m just wondering if it’s weird since it’s a business and not an individual but it still seems like the only answer.

For those who can afford it, maybe keep service providers "on retainer" like the fancy lawyers have. Otherwise, these workers will be crushed by accumulated labor debt when work finally resumes.
