Design an n%/yr wealth tax so the taxed only pay (n/3)% if they pay the tax with bank loans. Banks would make an extra $1TR+/yr from the wealth tax loans, so BANK LOBBY would simply direct the political flunkies to institute the wealth tax immediately.

With such a design it would be irrelevant if SCOTUS found the tax to be unconstitutional. The bank lobby would just get an amendment passed.
