Except (Reagan appointed) Kennedy DIDN'T think for himself. He followed the Republican party line in Citizen's United, abortion rulings, etc.

Pete never says HE would appoint someone like Kennedy. He is saying if you made the court 15 people, and 5 of them were appointed by the other 10 in a unanimous vote, you would get justices who don't fall neatly into left or right political ideologies, like Souter and Kennedy.
