If you live in rural WV, don't have a compute/Internet, or a car, possibly, when offices are a county or two away, & don't know the changes are coming, yes, there would very likely be a period of lapsed benefits. Those I spoke to said even small cut or lapse would be devastating.

The fraud/abuse rate in the SNAP program is negligible and one of lowest of any gov program.
