If you only grow rice on flood plains which flood at the right time of year, you probably don't need much coordination. But people upstream will see how productive your rice paddies are, and divert your floods for their benefit.

Nature isn't usually quite that cooperative - if the flood is at the wrong time, or lasts too long,you need to compensate for that with large systems to get the water to the rice at the right time. Also, the water can be reused from farm to farm, but that requires coordination.

And lastly, while the intricate codependence may not be entirely necessary, it probably results in greater output than not being so connected. And if you grow more calories, you're better able to resist or conquer people who don't.
