There's an obvious deception motive. Coercive power is inherently illegitimate and has to be lied about - it's called the political formula.

If we take for granted the falsehood that coercion is legitimate, democracy has a strong dialectical advantage. It can almost be portrayed as a voluntary compact, for example.
