I agree we need a gender-neutral singular pronoun. Why don't we just invent a word instead of hijacking "they"? How about "ne" or "ke" or "re"?

There are lots of rules on these things. Look for Prescriptive English Grammar. You won't find consistency. Descriptive Grammar is preferred by some. (Okay, by me, really.) So you could think of the rules as emerging properties of a a population. Languages change over time.
