Of course, it might not actually work out for him. Might be that his following, if they see him throw in the towel and slink out, and they know he has no power, won't line up around the block to see him, much less pay for the privilege.

But it doesn't have to be a viable plan, it just has to be a plan that sounds good to him, that sounds better than an endless cycles of briefings and decisions that he's expected to make on other people's timetables.
