For a whole state? Not at all. Provisional ballots are mail-in ballots.

It's when there's some issue with the voter's registration (like they recently moved and didn't file the change of address) -- their ballot is set aside, and only counted after they come back within a certain period of time with the paperwork showing they're eligible.
