Suppose 100 people vote. If the GOP gets 48 votes and the Dems get 52 votes, the Dems win.
But if, let's say, 10 would-be Dem voters refuse to vote for whatever reason, the GOP wins 48-42.
Refusing to vote = Voting for the opponent
