If predictive algorithms become transparent, and that transparency leads to new folk knowledge, and predictive algorithms are dependent on reporting, won't that create a feedback loop where biases leverage that transparency towards reporting? irt racism etc?

Excellent point! My sense is that more transparency is better than less, provided the people using the tool are aware of the problem you point out and try to correct for it if this happens. Of course, that's easier said than done.
