The best outcome is that AI replaces humanity faster than humanity can inject its sociopathic "values" into it. Paperclip maximization? Trivially less evil than an eternal regime run by any existing elite.
The idea of punishment is strictly biological, a machine just turns things off or reallocates them, only something people attempted to align to biological values could commit torture, at least in a prolonged and purposeful sense.
