Has hiring women and minorities offset the cost of non woman non minority misconduct? I'm sure the answer is no, but a better solution would be putting the costs directly onto the bad actors.

Hire based on IQ, with other qualifications as a weak filter/prioritization mechanism. IQ explicitly ranks people and is the best psychometric and metric of general ability available. "Qualifications" is generally going to lead to bullshit hedge magick.
