It depends on what you mean. I think something accidental precipitated a decision. A conscious decision was made somewhere to stop caring after something accidental happened.

but they clearly also prohibit development of better search. developing better search is literally Google's core, foundational purpose. by necessity, it must be continually updated and upgraded. to turn their back on it, is intentional.
