Destroying the concept of a public interest would do it. In other words, as civilization breaks down on its own, the incentives automatically align towards selfishness, which is to say, proper education of one's children

Build tools to make discretized forms of education (but not necessarily strictly homeschooling) more tenable and effective. Uber style quasi legal industry disruptions.
