A plurality of homeless people are there because of their decisions, but not a majority. Mental illness, medical debt, low IQ, and just bad luck make up the bigger share of it.

Yes, I should have been more clear up front. Certainly mental illness (along with substance abuse) is the largest driver. I did not mean to include them. One can make a case that the bipartisan de-institutionalization movement of the 60's was a mistake made for humane reasons.
