      Depends on the state. Often at minimum a mailing address is required, and you can't get a PO Box without a regular address. Shelter addresses work, but a tiny fraction of homeless live in shelters. Food banks generally only give cookable food also, not ready to eat meals.

      Yes. And "I was on drugs" or "I was in some sort of moral error" are the expected legible answers regardless of whether or not they are true.
