Depends on the state. Often at minimum a mailing address is required, and you can't get a PO Box without a regular address. Shelter addresses work, but a tiny fraction of homeless live in shelters. Food banks generally only give cookable food also, not ready to eat meals.
You can work around it sometimes if you manage to see a physical person in an office though.

Lot of stuff going on. COVID shut down physical offices. Trump passed a law requiring work for SNAP benefits. A lot of homeless people have lost their legal ID and thus can't navigate bureaucracy. It's easy to get robbed when you're homeless and lose ID or SNAP card or w/e

Also work requirements often require attending government run training sessions that require travelling to them.
