Yes, but knowing now what we know through neuroscience and study of addiction many cases of drug addiction are caused by some form of mental illness or deformations in dopamine receptors or other neural causes. So still very safe to assume mental illness.

While likely true, the problem is still the equation of innate schizophrenic behaviors with drug induced psychotic behaviors. It does a disservice to people in the former group to lump them in with the latter given the differences in concrete violence levels between the two

I don't think that's what he's trying to do. I think he's trying to address two issues here. One being the on going violence against Asians, which he has been extremely vocal about. But being that mental illness care is one of his main talking points he wanted to address it.
