For encrypted data the aim is retrieving a legible message, for religious messaging the way Chaos is talking about it the aim is to induce patterns of behaviour and thought which reflect the actual content of such a message regardless of whether it is legible or not, imo
Hard to have one without the other, but not impossible I suppose.

My opinion is that it’s far easier to cue behavior than convey meaning. We’re more impressed by bee dances than ant pheromone trails, even though the latter can hold a lot more nuance. My toddler picked up on songs linked to activities way before language worked on him. Etc.
