I don't think breeding is a more fundamental right than the rights enumerated in the constitution honestly. Maybe it's baked into freedom of association or belief, and certainly the 9th amendment would be interpreted to cover it by any sane person. But I'm not sane.
It's literally playing God. Which, you know what, fine. I don't have a problem with playing God. I have a problem with saying God doesn't need to be held to moral standards.

The levels of potential harm we're talking about would make such an after-the-fact, emergent system of disincentives extremely disutilitarian imho.
