The only people who actually have a fixed gender are people who have abnormal brains, often autistic people, which is itself a clusterfuck because autism is itself gendered in a sense along another independent axis. The rest have gender tendencies but they aren't so fixed.
And of course people who tend one way when the wind blows that way are going to outnumber people with fixed identities by enormous numbers, which means actually detecting and differentiating the groups is going to be a technical and political nightmare.
