So here's the thing: I am no longer convinced the Right's narrative on IQ holds any water. However, at the time I thought it was true, and I thought of it as "This is true and that is horrible. We are learning to edit genes. We don't have to just accept this as-is."
Yes. That is my current position. But while I think that is morally mandated, I have no idea what its actual effects will be

Well, it shouldn't be forced on anyone. However, I think MOST people will want such technology. Most people will not turn down "here, have a more vivid life and have more of the only capacity that matters in modernity." So it wouldn't need to be.

It should be forced on people. On simple consequentialist grounds.
