Institutional racism is isomorphic to the assertion that MENSA members should run the world: If MENSA members had any special competence they would brag about that, not MENSA membership. If specific minority employees had any special incompetence racism wouldn't present itself.

And really this should make some intuitive sense. The IQ science says the right side of the curve puts a much greater limit on peak intelligence than it does on sufficient intelligence, which is itself already selected for by every sane hiring process.

Most jobs don't require a 130+ IQ, they require specific competence + a baseline of general competence. This seems like the general crux of the sophistry of most racists. They are using upper bounds to argue about a question of lower bounds.
