If you start your questioning by asking "what's wrong with this individual" you're guaranteed to find something wrong with that individual. But complex systems can be fixed in many different ways. The tendency to banish social demons into individuals is economic, not scientific.
I guess I would just say that this can be extended even to an entire human population, and there's no a priori reason to think there aren't cases where doing so is the soundest explanation.
