Why do people with incoherent goals always seem to be the most motivated?

“seem to be” might be doing the heavy lifting here. What does “seem” mean to you? If it’s talk the most about their goals”, it could be bluster and LARPing. Ppl with coherent goals are too busy doing the work and making progress
I don't necessarily mean in any grand sense, I mean like, people come into conversations with agendas and often the less sense their agenda makes the more aggro they are.

Their goals have nothing to do with their ostensible agendas. This aggressiveness makes far more sense when you regard it as a coping mechanism for something else. The incoherence of their position stems from coherency not being a necessary condition for a cope memeplex.
