They phrase this engineering desire as if it's an already existing state of affairs which is why most people don't notice what they're advocating is actually a horrendously overcomplicated and possibly impossible project.
What people who want irrationality to determine the use of reason believe is that rational decision making should be somehow automated through instinct such that the subjective interior never has to confront the ugly outside directly and can just tuck itself in like a blanket.

But it's also a project which has sort of come close to fruition in places via darwinism after the interbreeding of sociopaths and schizophrenics: the former have the knowledge of control and the latter the knowledge of self-delusion. To control humanity from within the lies.
