I think it's just a verbal slip. It means to say that the map is not necessarily the territory. There exist maps which are of things other than themselves. Obviously sometimes the map is the territory but you can't depend on it.
Wait, why is the map not the territory again? I feel like this is just sort of being taken for granted at this point.
