I would prefer, “Ordinary people who commit atrocities are monsters.”
Why not just settle for the perfectly agreeable "people who are monsters are monsters" at that rate? Humanity is an aspirational quality which most do not reach.

Agree. They think because they are conscious and have a pulse they’re human. They’re not. As you say, “human” is an aspirational concept. You have to measure up.
