For an electron (as an example) to have consciousness would require it to have a degree of freedom beyond those predicted by QM & relativity. If it has such a degree of freedom, then QM & relativity are falsified. If it doesn't have consciousness, pansychism is false.
Why would it require that? And perhaps consciousness is merely a property of matter at a macroscopic level? Lots of things are only properties of matter at a macroscopic level. And what about the conflict with relativity?

If it's only a property at macroscopic levels, then it isn't panpsychism. That's the "pan" in "panpsychism". Do you know anything about the concept of pansychism?
