in this case we don't need to be nearly so esoteric, we can see it as a reading of the collective mood, how they are apt to respond to various kinds of stimuli, etc
Fundamentally it is a measurement of behavior under a specific system we don't want long term though. Once we change to a better system we'll need new measurements.
