because that means adopting a strategy that will level the hierarchies that they look to defend by giving people autonomy and agency who shouldn't have it

more decentralized forms of organization are superior when the actors in a conflict have a wide range of options of how to approach things or things are nebulous decentralizing the OODA loop and letting people share info allows you to find solutions much quicker
