What's the alternative though? No compromise? It seems like a multi-party compromise is ideal. But that probably looks like more "structure", more "hierarchy", more "context", and more penalties for violating any of these: not less.
The state already represents a compromise between sociopathic thugs and productive citizens. Sometimes, unproductive citizens take note and become thugs without the proper licenses. The biggest gang then gets angry because their share of things is diluted.
