Redistributing property requires claiming the Mandate of Heaven to make the distribution you've established the legitimate one, otherwise there's no reason for people not to just endlessly backstab for a chance of a greater share.
The traditional formula for property rights is unclaimed resource + labor. So, if you work a parcel of land, it becomes yours. By this logic we can trace back ownership fairly well, it would just also require things like giving native americans back significant amounts of land
