Two alternatives: Better policing, that is called something else Much much worse policing, that is also called something else
I think the question reduces to "what forms of conflict resolution are tenable?" Obviously there are answers that don't involve tanks and tear gas and unanswered murder. There are also alternatives that involve torture and genocide.

I think that question is still too late in the game and too reactive. I think the question is "how do we build healthy, safe, supportive communities"? this would lead to preventative measures, which should be 90% of our efforts; we'd still need police, but as a last-ditch role
